Tonight's council agenda: an emergency Riverchase sewer force main replacement

The Hoover City Council meets at 6 p.m. tonight. On the agenda: an emergency declaration to replace the Riverchase #1 sewer force main, a lease document for the city's space at 250 Riverchase Parkway, and a $6.75 million police drone and body camera contract.

The Hoover City Council meets tonight, Monday, October 12, at 6 p.m. at Hoover City Hall, 100 Municipal Lane (City of Hoover, October 12 agenda). Everything below is on the agenda, which means it is proposed. Nothing has been voted on as of this morning.

The Riverchase sewer item

The agenda includes Resolution 9017-26, “A Resolution Declaring an Emergency for the Riverchase #1 Force Main Replacement Project” (City of Hoover, October 12 agenda). The Hoover Sun describes it as an emergency declaration to replace the No. 1 force sewer main in the Riverchase sewer system “after serious problems were identified” (Hoover Sun, October 10, 2026).

A force main is the pressurized pipe that carries sewage away from a pump station. That is the general meaning of the term, not a description of this project.

What we could not confirm: what the problems are, what the replacement will cost, which streets or areas the line serves, and when work would begin. Neither the agenda nor the Hoover Sun gives those details, so we will not guess. If the council adopts the resolution, we will look for the adopted text and any schedule the city publishes.

A lease item at 250 Riverchase Parkway

Also on the consent agenda is Resolution 9016-26, which would authorize the mayor to execute “a Subordination, Non-Disturbance and Attornment Agreement and an Estoppel Certificate Related to the City’s Lease at 250 Riverchase Parkway” (City of Hoover, October 12 agenda). The agenda gives no other details, and we did not find any reporting on it.

The largest dollar item

The council is scheduled to consider a master services agreement with Axon Enterprise for the Hoover Police Department (Resolution 9008-26). The Hoover Sun reports that the current contract cost the city $650,000 over five years and the new one would cost $6.75 million over five years, covering the department’s drone program and body-worn camera video system (Hoover Sun, October 10, 2026).

The rest of the agenda

  • Minutes from the September 24 and September 28 meetings, which would make the record of the budget vote official (City of Hoover, October 12 agenda)
  • Hoover Lake House: an $804,222 contract with Coston General Contractors to build a new Lake House beside City Hall (Resolution 9012-26, bid 26-011) (Hoover Sun, October 10, 2026)
  • First reading of four business license ordinances, including one on license fees associated with rentals and leases of real property (City of Hoover, October 12 agenda). First reading means no vote is expected on those tonight. We have not seen the ordinance text and will not describe what it changes.

We will report what the council actually adopted once the city or the paper publishes the result.
