City staff do not recommend the Riverchase Office Park community center

The proposed 30,000-square-foot community center at 900 Concourse Parkway returns to Hoover's zoning board tonight. City staff are not recommending approval, citing the office zoning and the comprehensive plan. A Trace Crossings stormwater case is also back.

We have followed this case since September, when we corrected ourselves about it (our September 14 post). It is back before Hoover’s Planning and Zoning Commission tonight, and there is one genuinely new fact: city staff are not recommending approval (Hoover Sun, October 1, 2026).

Everything below is still proposed. The commission has not voted.

The request

A group called the Alabama Merchants Association is asking for a conditional use to build a 30,000-square-foot community center on 7.5 acres at 900 Concourse Parkway, off Riverchase Parkway East in the Riverchase Office Park, between the ABC 33/40 television station and the Homewood Suites by Hilton (Hoover Sun, October 1, 2026).

According to City Planner Mac Martin, as reported by the paper (Hoover Sun, October 1, 2026):

  • The site is owned by Harbert Properties Corp., and the association is the prospective buyer
  • The organization “has not been completely clear about its intended uses” but has indicated it is contemplating a recreational center, office space and a place of worship
  • The plan shows about 350 parking spaces, and the traffic study projects 865 trips on an average weekday
  • That traffic study was based on a recreational center similar to a YMCA and did not account for all of the contemplated uses, which is why the commission continued the case in August and again in September

Why staff say no

Staff are not recommending approval because the property is zoned for office use and the city’s comprehensive plan calls for office and light industrial use there. In staff’s view, a community center would not be the property’s “highest and best use,” Martin said (Hoover Sun, October 1, 2026).

A staff recommendation is advice to the commission, not a decision. The commission can follow it or not.

Martin also noted in September that the association continues to look at other locations and “could bring forward a new conditional use application at a different site.” The paper says that is to be determined (Hoover Sun, October 1, 2026).

What happens after tonight

Conditional-use requests move from the commission to the City Council. Last week the council shortened that step, so a request can now reach the council at the meeting right after the commission’s hearing, which the city planner said could save several weeks (Shelby County Reporter, October 1, 2026). We have not confirmed whether this case would be heard by the council on October 12.

Also back tonight: a stormwater dispute in Trace Crossings

Four lots zoned “planned industrial” at Stadium Trace Parkway and Flemming Parkway in Trace Crossings were postponed in September over the timing of stormwater improvements (Hoover Sun, October 1, 2026).

  • The developer, Signature Homes, proposes off-site stormwater improvements downstream to fix a flooding problem at that intersection
  • City staff do not want building permits issued until that work is finished, because of the risk of further flooding
  • The developer wants permits first, saying it does not want to do the work while students are walking to and from school there, and that the fix would likely wait until winter break

That case is also scheduled for tonight (Hoover Sun, October 1, 2026). It is outside Riverchase, but it is in our ZIP code, and it is a clear example of the city tying development approval to drainage.

The rest of tonight’s agenda

The work session is at 5:30 p.m. and the meeting at 6 p.m. at City Hall. The Hoover Sun also lists a 39,105-square-foot indoor self-storage facility at 4548 Valleydale Road and lot combinations on Wisterwood Drive and Shades Crest Road (Hoover Sun, October 3, 2026). The city has not posted its own agenda link, so we are relying on the paper’s list.
